One size doesn’t fit all and neither do permits.

It is our intention to provide each client with an itemized custom price list specific to individual industrial sites. Industrial sites function at all different levels so all industrial prices are negotiable except for the consultation rate of $110.00 per hour. Consultation Services are for work done that falls outside the scope of the contract. Examples of consultations include additional field inspections, meeting with state and local agencies, etc.

On July 11th 2006 Dave Gibson the Supervisor of the Southern Watershed Regional Water Quality Control Board (RWQCB), made the following recommendations for efficiently establishing and maintaining SWPPP compliance:

 

1.      SWPPP materials must be onsite at all times and available during working hours.

2.      Documentation of wind (mph) and rain (inches) events.

3.      Best Management Practices use analysis and maintenance documentation schedule.

4.      Documentation of corrective measures.

5.      All documentation must be kept available for three years.

6.      Emergency action documentation to appropriate permitting agencies.

7.      Site map BMP updates monthly.

8.      Two trainings a year per site or two large corporate trainings to train and certify labor and management.

9.      Site inspections from 12 to 18 or more. ( Minimum of one per quarter). Safe conditions are always the limit of inspections.

10.  Two run off samples per year from the permitted site and one sample of an nearby area unexposed to Industrial pollutants (baseline).

 

Industrial Storm Water Pollution Prevention Plan (SWPPP) Preparation Cost: $3500.00 US

Prepare a site specific SWPPP, in accordance with the NPDES General construction Permit. The SWPPP includes:

  • Best Management Practices (BMP) recommendations based on current Best Available Technology (BAT) for all phases of construction.
  • Sampling schedule and site map designating approximate sample locations.
  • Inspection and evaluation of site conditions.
  • Meetings to review plans and activities with project manager

Notice of Intent:

An NOI will be submitted the RWQCB for each Industrial site. Owners of new sites shall file an NOI prior the commencement of operations.  Owners of on going sites that are covered under the previous General Industrial permit shall (1) continue to implement their existing BMP’s and (2) shall implement any necessary revisions to their SWPPP in a timely manner but no case later than 90 days from adoption of this General Permit.

 

Industrial Site Inspections & Monitoring: $400.00 (discount for annual contracts)

The NPDES General Permit Order States, “Qualified personnel shall conduct inspections of sites prior to anticipated storm events, during extended storm events, and after actual storm events to identify areas contributing to a discharge of storm water associated with industrial activity.”

We provide monitoring and inspection of industrial sites. Inspections include:

 

  • Documentation of all BMP implemented.
  • Site performance evaluation.
  • Identification and suggestive corrective measures for potential violations of the permit.
  •  Recommend actions to minimize risk of sediment and pollutant laden discharges
  •  Meeting with site superintendents to review findings and corrective measures.

Group Monitoring Plan: Call for group pricing detailed information.

Group monitoring plans are offered to industrial groups and societies (Truckers of America, Concrete Industry etc.) providing a more cost effective alternative to individual monitoring.

 

Training fees: $400.00 for one training and $700.00 for two trainings a year.

Two yearly training programs focus on the company’s responsibility under the NPDES General construction Permit. The onsite trainings educate your employees on how to inspect and document site conditions. Proper Best Management Practices, (BMP’s) installation, and use. Custom trainings will assist your company in maintaining compliance on a daily basis with the NPDES Industrial Permit.

 

Annual and Quarterly Compliance Certification Report: Call for pricing. 

Four reports must be submitted to the local Regional Water Quality Control Board by July 1stof each year.  The preparation of Annual and Quarterly Compliance Certification Reports as required per State General Industrial Permit includes:

 

1.      Narrative of certification

2.      Document analysis

3.      Control measure analysis

4.      Site inspection visual or documented

5.      Accidental spill and cleanup documentation and preparedness

6.      Present site conditions

7.      Water Sampling results

8.      Proposed BMP’s activities for the upcoming year

9.      Compliance certification

10.  Pictures of “Compliance in Action”

 

Changes of Information (COI)$250.00

Preparation and submission of a Change of Information (COI) form to the local Regional Water Quality Control Board. Each COI includes an updated site map including completed and occupied buildings.

 

Sampling Services: $75.00

Sampling services include inspection and a sample of water runoff at designated sampling locations as required by the NPDES Permit. The NPDES Permit requires sampling two times during the rainy season of run off at least until the completion and termination of the facility and one sample of an area free from exposure to industrial activity. After termination of the project, sampling must be conducted for one additional year. The Storm Water Pollution Prevention Plan will describe the procedure and two-discharge locations identified as sampling points on your map specific to your project.

 

Sampling Services Handling Charges: $75.00 per hour for scientific labor not included is the site specific sampling up to $250.00 per kit

Water sampling is a requirement of the NPDES unless stated other wise.  Services requiring a specimen of water run-off  are implemented at designated sampling locations as required by the NPDES Permit. A background sample and or run-on/off data is collected where storm water is not in contact with any construction materials for comparison with potential pollutant runoff samples. All samples must be refrigerated to prevent bacteria growth.  The Chain Of Custody is the most important aspect of specimen collection due to the potential of creating a worse test with higher bacteria levels.

 

Typical Lab Costs: Offsite lab fees and sampling kit fees pay directly to the lab.

NPDES Permits require water samples to be tested for compounds specific to their SIC # for each industry including the following standard parameters:

 

  • Chemical Oxygen Demand (COD)
  • Biological Oxygen Demand  (BOD)
  • Total Suspended Solids (TSS)
  • Total Inorganic Nitrogen (N)
  • Total Phosphorus (P)
  • Soluble Reactive Phosphorus
  • Acute Toxicity
  • Fecal Coliform
  • Total Coliform
  • Ph
  • Metals: Al, Cu, Fe are typical requirements in a SIC#

Consultation Fees: $110.00/hr

Notice of Termination: $200.00

Preparation and submission of a Notice of Termination is required once all industrial activities are terminated. The Notice of Termination is submitted to the Regional Water Quality control Board for termination of coverage under the NPDES permit.  The Notice of Termination includes owner’s names or the corporation, and an updated site map.
